University of Science and Technology of China Management Regulations on Graduate Students’ Academic Morality
This regulation is made to: improve the academic atmosphere of our school; cultivate the integrity, discipline and the spirit of teamwork of our graduate students, and avoid any inappropriate academic behaviors.
1. Scope of Application:
All graduate students in USTC, both full time and part time.
2. The Academic Moral Regulations that Graduate Students Shall Follow in Academic Research and Academic Activity
2-1. To improve the awareness of Intelligent Property of Rights, the regulations in the following documents concerning Intelligent Property of Rights shall be followed strictly: Management Regulation of Protecting Intelligent Property of Rights of University Science and Technology of China (trial implementation) (Announcement of School Office [2001] No.8), Announcement Concerning Protecting Computer Software Copyright and Other Questions (Announcement of School Office [2002] No.20).
2-2. In honor of the achievements and rights of the others’ hardworking, all reference documents in the published academic paper (including dissertation) must be listed out; all the quotation from the others’ academic achievements, data, ideas shall be also listed out with its details like document name, author, published year, press, location, edition, etc. Before being submit to publish, all the dissertations must be examined and verified by the student’s supervisor and written permission from the supervisor is required before the dissertations are submitted. While marking fund projects funded by all levels, authorization of the superintendent is also required. If a student wants to change his/her supervisor, all the research program and research achievement with the former supervisor involved shall not be published or used without permission from the former supervisor.
2-3. Any scientific research achievement published after graduation, which concerning the student’s research achievements made in USTC during his study time shall also have USTC as the first author affiliation.
2-4. Graduate students shall strictly follow the Management Regulations Concerning Dangerous Substances in University of Science and Technology of China (Announcement of School Office [2002] No.2) to deal with the radioactive substances, dangerous chemical substances and waste materials produced from experiments.
2-5. Other academic moral regulations accepted by academia shall also be followed.
3. The Following Moral Regulations Shall Not Be Violated During Academic Research and Activity:
3-1. To encroach, copy or plagiarize others’ academic achievement; to falsify or counterfeit experimental data; or to multiple submit one’s dissertations or academic works.
3-2. To ask or hire others to write thesis (including dissertation) or write thesis for the others; and to try to affect the evaluation of academic achievement, scholarship, dissertation appraisal or dissertation defense by bribery using money or other kinds of exchange of interests.
3-3. To submit or provide false academic experience, achievement, certifications or other kinds of evidence for academic ability material; falsify signature of mentor, expert or leader to provide reference letter and other kind of valuation (or examination) suggestion.
3-4. To exaggerate individual achievements or defame the others’ research achievement, academic value, economic or social benefits.
3-5. To violate against the other academic moral regulations commonly held by the academia.
4. Consequences of Violating Academic Moral Regulations:
4-1. Any violation against the academic moral regulations above will be evaluated by Academic Degrees Committee of USTC or Science Degree Committee College Branch of USTC. Depending on the seriousness level, penalties including rectification order, postponing dissertation defense, canceling relevant prizes or even degree application quality, etc. shall be given. For some seriously bad situation, according to the Management Regulations on Violation against Rules and Punishments of Students of University of Science and Technology of China (trial implementation) (Announcement of School Office [2005] No.21) and Details of Executing on Violation against Rules and Punishments of Students of University of Science and Technology of China (trial implementation) (Announcement of School Office [2005] No.23), relevant punishments shall be given.
4-2. After graduate students graduated from USTC, if any serious violation against academic moral regulations been discovered in dissertations or academic achievements they published during studying time in school, according to Regulations Concerning Academic Degrees in the People’s Republic of China, his or her relevant degree awarded by USTC shall be withdrawn.
4-3. If any violation against relevant national laws or academic misconduct been discovered during graduate students’ academic research activities, the right of inquire relevant litigant shall be remained by USTC.
5. Acceptance and Evaluation of Violation Against Academic Moral Regulation
5-1. The organizations in charge of accepting reports of graduate students’ violation against academic moral regulation are Graduate School and Academic Degrees Committee of USTC. Depending on situations, some experts relevant to the subject, on or off campus, will be invited to team up for investigation for graduate students’ academic moral regulations. For violation against academic moral regulations, the expert-team will provide their professional opinion of evaluation. For some certain situations, some evaluation opinions will be given by the Academic Degrees Committee of USTC.
5-2. If the litigant cannot accept with the result of his or her violation against academic moral regulation given by our school, within ten days, he or she could submit a written petition against the result to Science Degree Committee College Branch of USTC or the Academic Degrees Committee of USTC.
6. This Regulation will come into force since the date of being printed and distributed. School Degree Committee is responsible for explaining the regulation.
